As noted in the Notice of Funding Availability (NOFA) posted to the NATRC website on October 15, 2025:

Appeals will be considered for any applicants stipulating an issue of fact concerning the following:

  1. A matter of bias, discrimination, or conflict of interest on the part of an Evaluator
  2. Errors in computing the score;
  3. Non-compliance with the procedures described in this NOFA.
Appeals not based on procedural matters will not be considered. Appeals will be rejected without merit if they address issues such as:
  1. An evaluator’s professional judgement on the quality of a proposal;
  2. NATRC’s assessment of its own needs and/or other agencies’ needs or requirements.

*Failure to submit a protest within the designated timeframe will be deemed a waiver of the right to appeal.

Appeals Process:
Upon receipt of an appeal, a review will be conducted by the NATRC/ UCSF REGENTS. The Director of Trauma Recovery Services, or an employee designated by the Director who was not involved in the evaluation and scoring process, will consider the appeal and all available supporting documentation, and intends to issue appeal decisions by February 6, 2026.

In the event an appeal may affect the interest of another applicant that also submitted a proposal; such applicant will be given an opportunity to submit its views and any relevant information on the protest to the NOFA Coordinator.

The final determination of the appeal shall:
  1. Find the appeal lacking in merit and uphold NATRC’s action; or
  2. Find only technical or harmless errors in NATRC’s process and determine NATRC to be in substantial compliance and reject the appeal; or
  3. Find merit in the appeal and provide NATRC options, which may include:
    • Correct the errors and re-evaluate all proposals; or
    • Reissue the NOFA and begin a new process; or
    • Make other findings and determine other courses of action as appropriate.

If NATRC/UCSF REGENTS determines an appeal is without merit, NATRC/UCSF REGENTS will enter into an agreement with the successful applicant(s). If the appeal is determined to have merit, one of the options listed above will be taken.

Request for Grant Review Comments:
All applicants may request a compilation of grant reviewer comments, by section, for their individual application submission. To obtain these comments, submit a request via email to Janelle.Melohn@ucsf.edu.
