Notice of Intent
This Notice of Intent to Award is issued to inform all applicants that the Issuing Agency intends to award funding to the organizations identified below. This determination is based on the application review and scoring process conducted in accordance with the solicitation requirements.
This Notice of Intent to Award does not constitute a final or binding award. The proposed award is contingent upon the successful completion of all required approvals, resolution of any protests or appeals, verification of compliance requirements, availability of funds, and execution of a final grant or contract agreement.
Next Steps for Proposed Awardees
Once the appeals timeline has been exhausted, proposed awardees will be contacted separately with instructions regarding required documentation, compliance materials, and next steps toward final award execution. Funding may not be expended until a fully executed agreement is in place.

Appeal Information
Any organization wishing to appeal the notice of intent to award must adhere to the following:
Method of Submission: Email your appeal to janelle.melohn@ucsf.edu
Submission Requirements:
- No longer than 2 pages, 12-point font, 1” margins on all sides, on agency letterhead
- Subject Line should read: “NATRC TRC Demonstration Project NOFA Appeal – ‘AGENCY NAME’”
- Deadline for Submission: January 30, 2026, by 12 pm (noon) PST/2 pm CST/3 pm ET

Appeals will be considered for any applicants stipulating an issue of fact concerning the following:
- A matter of bias, discrimination, or conflict of interest on the part of an Evaluator
- Errors in computing the score;
- Non-compliance with the procedures described in this NOFA.
- An evaluator’s professional judgement on the quality of a proposal;
- NATRC’s assessment of its own needs and/or other agencies’ needs or requirements.
*Failure to submit a protest within the designated timeframe will be deemed a waiver of the right to appeal.
In the event an appeal may affect the interest of another applicant that also submitted a proposal; such applicant will be given an opportunity to submit its views and any relevant information on the protest to the NOFA Coordinator.
- Find the appeal lacking in merit and uphold NATRC’s action; or
- Find only technical or harmless errors in NATRC’s process and determine NATRC to be in substantial compliance and reject the appeal; or
- Find merit in the appeal and provide NATRC options, which may include:
- Correct the errors and re-evaluate all proposals; or
- Reissue the NOFA and begin a new process; or
- Make other findings and determine other courses of action as appropriate.
If NATRC/UCSF REGENTS determines an appeal is without merit, NATRC/UCSF REGENTS will enter into an agreement with the successful applicant(s). If the appeal is determined to have merit, one of the options listed above will be taken.
