Alicia Boccellari, Ph.D.
Founder, National Alliance of Trauma Recovery Centers
Alicia Boccellari, Ph.D.
Alicia Boccellari, Ph.D., is a Professor Emeritus of Clinical Psychology at the University of California, San Francisco (UCSF) and Zuckerberg San Francisco General Hospital (ZSFG). Over the course of her career, she has focused on developing and expanding practical, results-oriented programs that improve access to care for at-risk populations, including victims of violent crime.
She is the Founder of the UCSF Trauma Recovery Center (TRC) model, which has been recognized for its innovative and cost-effective approach to delivering high-quality care to individuals affected by violence. Dr. Boccellari has partnered with local and state governments across the country to implement the TRC model, helping modernize and strengthen victims’ services with a data-driven, accountable framework. Her research includes longitudinal studies and randomized clinical trials focused on survivors of violent crime and people experiencing homelessness. This work aims to inform evidence-based clinical practices and support policies that improve the effectiveness and accessibility of essential health and public safety services for vulnerable populations facing significant barriers to care.

JANELLE MELOHN

JANELLE MELOHN
Janelle Melohn is a nationally recognized leader in community-based trauma-informed care, survivor advocacy, and public policy. She currently serves as Senior Director of the National Alliance of Trauma Recovery Centers (NATRC) at the University of California, San Francisco, where she oversees a national network of 55 member Trauma Recovery Centers across 15 states. Her work focuses on expanding access to recovery services for survivors of violent crime, particularly in communities that face longstanding barriers to care. In this role, Janelle leads efforts to maintain fidelity to the UCSF TRC model, build lasting technical assistance systems, and strengthen partnerships with federal, state, and local governments to expand effective trauma-informed practices nationwide.
With nearly two decades of leadership across local, state, and federal systems, Janelle has directed multimillion-dollar victim services programs, modernized compensation systems, advanced initiatives to improve access, and overseen a national training and technical assistance center supporting VOCA administrators. She has served as a senior policy advisor at the U.S. Department of Justice, led Iowa’s Crime Victim Assistance Division, and held numerous board and committee roles dedicated to strengthening public safety and victim services. Janelle holds a Master of Public Administration from Drake University and a B.S. in sociology from Iowa State University.

Stacey Wiggall, LCSW

Stacey Wiggall
Stacey Wiggall is the Director of Training and Technical Assistance for the National Alliance of Trauma Recovery Centers and a co-author of the UCSF Trauma Recovery Center (TRC) Manual: A Model for Removing Barriers to Care and Transforming Services for Survivors of Violent Crime. Along with her experience working at, for, and with TRCs, Stacey brings a passion for developing healing and recovery services that are accessible to all survivors of violence. She is a licensed clinical social worker in California.

Kathy Vang-Liu, MBA
Director, Operations
Kathy Vang-Liu
Kathy Vang-Liu is the Director of Operations for the National Alliance of Trauma Recovery Centers. Ms. Vang-Liu is responsible for executing the operations for the organization’s comprehensive program, implementing the trauma recovery center model of care that serves communities affected by violent crime. A financial administration background, including pre- and post-award contracts and overseeing complex budgets. A marketing background with experience managing and coordinating internal and external communications. In her previous role, Ms. Vang-Liu was the Operations Manager for the UC San Francisco Trauma Recovery Center, the first TRC in the nation, supporting a team of clinicians and administrative staff that provided comprehensive psychotherapy and case management services to survivors of violent crime in San Francisco County.
Ms. Vang-Liu holds a master’s in business administration and a bachelor’s in psychology.

Gabriella Lewis, LCSW
Senior TRC Training and Technical Assistance Specialist
Gabriella Lewis
Gabriella Lewis is the Senior TRC Technical Assistance Specialist for the National Alliance of Trauma Recovery Centers. She previously served as the Program Manager for the SSG HOPICS TRC and has a wealth of experience and knowledge in serving and advocating for survivors of crime. Gabriella works with current and new programs to successfully replicate the TRC model nationwide, provides strengths-based individualized training and consultation to TRC staff, and contributes to the TRC-TAP program development, NATRC network partnerships, research efforts, and strategic communications. She is a Licensed Clinical Social Worker in the State of California and holds a Master of Social Work from the University of Southern California and a Bachelor of Social Work from California State University Long Beach. Gabriella is dedicated to creating safe and equitable healing spaces for all survivors.

Carla Francis, LCSW

Carla Francis
Carla Francis is a member of the Training and Technical Assistance Team at the National Alliance of Trauma Recovery Centers. Carla is a Licensed Clinical Social Worker who has worked with various populations. She holds both a bachelor’s and master’s degree in social work and identifies as a lifetime learner. Due to her concentrated studies, she has been afforded the opportunity to work in the field of Social Work for 22 years and has been a licensed clinician in the world of mental health for nine years. She has served as a clinical supervisor/field instructor and as an integral member of the management team at a TRC in South Los Angeles. During her time at the TRC, she assisted over 40 clinicians and MSW students in their pursuit of licensure and higher education. She has a specific focus on the implications of trauma, learning to take power back from what’s happened, and the healing journey.

Arturo Covarrubias, LMFT

Arturo Covarrubias is a Training and Technical Assistance Specialist for the National Alliance of Trauma Recovery Centers and has been involved with Trauma Recovery Centers since 2015. Arturo works with his fellow TTA team members to support new and existing TRC’s across the nation with implementation of the Trauma Recovery Center model. Understanding that healing occurs in community Arturo strongly believes that no TRC should operate in isolation. As such, he is happy to assist in the work of helping TRC’s support and learn from one another. Arturo is excited about the work to continue expanding the Trauma Recovery Center model to additional states across the nation. Lastly, he acknowledges the positive impact survivors of trauma have had on his life and has been changed for good by those he has known both personally and professionally.

Angela Inglis, MPH, CHES
Information and Data Specialist
Angela Inglis
Angela Inglis is a Community Health Researcher and Certified Health Education Specialist with over a decade of experience in program management, evaluation, and partnership development within governmental and non-profit sectors. As Data and Information Specialist for the NATRC at UCSF, she leads data analysis and research initiatives focused on improving access to care and informing effective health interventions. Previously, Angela served as Senior Director of Programs and Community Partnerships for the NYC Mayor’s Office to End Domestic and Gender-Based Violence at the Bronx Family Justice Center, where she led a multi-agency victim service center and cultivated strategic community partnerships to strengthen support systems for survivors. She holds a Master of Public Health from the CUNY School of Public Health & Health Policy, an MA from Yale University, and a BA in Romance Languages. She is dedicated to developing sustainable public health strategies that respond to the evolving needs of communities.

Clara Asuncion, MFA

Clara Asuncion
Clara Asuncion is a Jane-of-All-Trades leading efforts in social media strategy, website development, newsletter/email distribution, graphic design, and anything else that has to do with content and communications. Ms. Asuncion received her master of fine arts in creative writing from the University of California, Riverside, and she completed her bachelor’s degree in English at the University of California, Irvine, with Latin honors. She taught herself to be fluent in HTML/CSS and Photoshop in high school and adores the fact that she can use these skills to promote and uplift NATRC’s mission and brand identity every day. As a word nerd, Ms. Asuncion enjoys the rigor of the Chicago Manual of Style, but also has experience with AP Style, MLA Style, APA Style, and the Microsoft Writing Style Guide. Ultimately, Ms. Asuncion draws from nine years of communications experience across automotive manufacturing, healthcare, higher education, mobile games, real estate, and tech to bring vision and strategy to all of her communications work.

Brenda Glass
Brenda Glass, MSSA, LISW-S, is the founder and executive director of the Brenda Glass Trauma Center. Ms. Glass leads the Trauma Center staff in the delivery of all services.Ms. Glass specializes in trauma, cultural inclusivity, and innovative recovery practices for healing and thriving after trauma from violent crimes. A native of Cleveland, Ohio, she graduated from Ursuline College with a Bachelor of Arts in Social Work and obtained her Master of Science in Social Administration from Case Western Reserve University’s Mandel School of Social Administration where her focus of study was Adult Mental Health. Ms. Glass is an advocate for all those who need a voice. She speaks out for justice through her membership with the Crime Survivors for Safety and Justice. She is a member of the Cuyahoga County Regional HIV Ryan White Planning Council and is co-chair on the Membership, Retention, and Marketing sub-committee. Ms. Glass also is a member of the steering committee for the National Alliance of Trauma Recovery Centers which joins providers across the United States to develop standard practices to address the complex nature of trauma among people of color.

Dawn Lochbaum

Dawn has worked for OSF Healthcare System in leadership since 2006. She has been involved in many Quality and Safety committees and has helped to create a safer environment for patients as well as staff. She has helped to create many policies and procedures that are currently still in use within OSF Healthcare System and has been helpful in assisting other hospitals create a psychiatry consult service within their own hospitals.
Since April of 2018, Dawn has been the Manager for two multi-disciplinary teams of Master Level Therapists, Case Managers, RNs, Psychiatrists and Support Staff. Responsible for managing OSF Strive, a grant funded Trauma Recovery Center. Responsible for application, planning, design, development and implementation on new grant funded department and responsible for managing a 24 hour-7 day a week department that serves the Emergency Department and Inpatient Medical Units within a level one trauma center. Proficient in change management, coordinating and collaborating with the community and experience in both budgeting as well as statistical analysis.
Dawn is currently a steering committee member for the National Alliance of Trauma Recovery Centers.
Prior to her work at OSF Healthcare System, Dawn worked at Children’s Home Association of Illinois in multiple different positions, the most recent within the Foster Care Program. Dawn also taught multiple semesters at Illinois Central College in the Psychology department.

Diana Cortina-Rodriguez, LMFT, RPT
Diana Cortina-Rodriguez
With over 12 years of experience in the mental health profession, Diana specializes in trauma-informed therapy and is certified in Eye Movement Desensitization Reprocessing (EMDR). She is also an approved consultant by the EMDR International Association (EMDRIA) and holds a 200-hour Yoga Teacher Certification.
Diana brings a unique dimension to her therapeutic approach by incorporating animal-assisted therapy interventions with her dog, Louis. Her profound passion for helping people is channeled through the transformative power of therapy. Viewing therapy as a platform for growth and change, Diana’s overarching goal is to empower her clients and guide them toward their desired path of development.
Since May 2021, Diana has been at the helm of managing the Grady TRC and eagerly anticipates the opportunity to share her expertise with the NATRC Steering Committee.

Dulande Louis, PhD, LMSW, SIFI
Dulande Louis
Dr. Louis earned her Bachelor’s degree in Community Health and Human Services from Saint Joseph’s College and her Master’s and Doctorate degrees in Social Work from Adelphi University. Dr. Louis’ primary research interests and scholarship are illiteracy and limited educational attainment among women in developing nations. Dr. Louis’ dissertation focused on the lived experiences of Haitian women with illiteracy and low educational attainment—a passion derived from her experience being raised by an illiterate mother and maternal grandmother. Dr. Louis won the NASW-NSY Outstanding Doctoral Student Award in 2022. Dr. Louis is a servant leader, critical thinker, problem solver, an agile and empathetic clinician, a proud mother, and an incredible cook.

Calvin Kelly, Ph.D., LPC

Dr. Calvin Kelly, a licensed mental health professional, currently serves as the Chief Clinical Director of the Harvest Trauma Recovery Center, operating under the auspices of the African American Youth Harvest Foundation and his own practice of Dr. Calvin Kelly and Associates. With over 25 years of teaching experience in Psychology and Counseling course at both undergraduate and graduate levels, as well as 27 years of experience in private practice as a psychologist and Certified Trauma Expert. Dr. Kelly brings a wealth of knowledge and insights to his new role.
Throughout his career, Dr. Kelly has exemplified a commitment to leadership grounded in the Servant Leadership Model, prioritizing the needs of others, and fostering a collaborative and inclusive environment. He has also been a sought-after presenter on diverse topics related to mental health, both locally and nationally.
Dr. Kelly’s areas of expertise encompass trauma and post-traumatic stress-related issues, Racial Identity Development, men and depression, secondary trauma, holistic wellness, organizational development and leadership and team building. His deep belief in the importance of family and his close spiritual connection to a higher power serve as guiding principles in his work, keeping him grounded and focused on his mission.

With an extensive 20+ year career devoted to addressing trauma within diverse communities impacted by violence, Iris Cruet-Rubio is a proud Co-Founder of MIRACLES Counseling Center -Trauma Recovery Center deeply committed and championing mental wellness for all. Her journey has been defined by a passion for fostering healing and resilience in the face of adversity. Through years of working closely with communities facing trauma and experiencing violence, she has gained profound insights into the complexities of mental health and the critical need for accessible, inclusive support systems.
